Are External Verifiers and Inspectors up to speed with workforce reforms?

ALP has worked hard to make sure its members are up to speed with workforce reforms over the last 12 – 15 months. This culminated with definitive guidance having been developed for the WBL providers in partnership with ALP, LLUK, IfL, SVUK and DIUS.  This guidance was launched by David Hunter, CEO of LLUK, at ALP’s May conference and a hard copy has been sent out to all LSC funded WBL providers in England. Over the last few weeks a number of members have approached Paul Eeles (ALP’s senior manager with responsibility for workforce reforms) to suggest that External Verifiers and some additional inspectors misunderstood the expectations placed on providers.

Some External Verifiers for instance appear to have been wrongly advised by their awarding bodies that all WBL delivery staff had to undertake the PTLLS award. ALP has written to the CEO of the Federation of Awarding Bodies asking him to ensure all FAB members pass on to their External Verifiers the guidance produced by LLUK. Similarly ALP has written to the Director of the Learning and Skills Division at Ofsted to ask Ofsted to include the workforce reforms WBL guidance as part of the briefing pack for additional inspectors taking part in inspections over the next few months. Ofsted has responded positively.  Workforce reforms are complex and costly to implement. Providers are going to a lot of trouble and expense to implement these reforms, and it is vitally important that the partners who visit providers are singing from the same definitive guidance.
