Provider practices relating to public procurement and State Aid are critical compliance areas; not just because they form part of FAM inspections but because observance is a legal requirement under European law. Quality systems therefore need to be thorough in embedding best practice and reviewing effectiveness within organisation procedures. With the likelihood that more contracts will be subject to minimum contract levels and sub-contracting routes, prime contractors need to ensure that all practices are water-tight with sub-contractors and contract managers understand the inherent risk areas of non-compliance. Similarly sub-contractors need to have this knowledge to ensure that quality management extends throughout all levels of contracting.
This one day workshop will cover the key essentials for all providers to ensure compliance with EU rules, meet the expectations of FAM and contracting bodies and improve organisation practices.
At the end of the workshop, attendees will:
• Know how the European laws impact on providers through contracting, sub-contracting and activity delivery
• Understand the main conditions underpinning procurement above EU Thresholds and below
• Understand how State Aid can affect the provider offer to employers and how provision should be developed to take it into account
• Share best practice in the development of quality management systems, robust procedures and record keeping requirements relating to public procurement and State Aid
• Appreciate how effective procurement practices can add value to organisational performance and income retention
